Default Heat mat doesn't seem to effect temperature

Hey all!
Okay, so I just got myself a pair of white's tree frogs (reading this forum, it'd seem I'm not the only one!). Problem is, the heat mat doesn't seem to be doing a lot in heating the tank. I've got it on the back of the vivarium which covers about two thirds of the vivarium's rear. I've got a block of polystyrene behind it to reflect the heat, but the temperature of the vivarium doesn't seem to change. If I take the thermometer out of the vivarium, the temperature falls by about a degree so it would seem the vivarium isn't being heated much at all.
I've been misting the cage to keep the humidity up which current is at 70% humidity but the temperature won't go above about 25 degrees Celsius.
Oh, and just to clarify, the heat mat is kicking heat out, the glass where the heat mat is is nice and warm, but it doesn't seem to be going anywhere. Also, I'm heating an exo-terra vivarium which is 18"x 18"x 24".
Any ideas?

heat mats arent supposed to raise air temps. just the part where they are

as stated a heat mat wont raise the air temperature. So if u put ur thermomiter on the glass next to the heat mat the temperature should be right. If the thermomiter is in the middle of the tanks then it will only be alot cooler then the matt it self. However, say that my heat mat a 6x 10, bring the air temp up in my exo terra 18x18x24 to a nice 28/30.

I see, thanks for the information. It seems the temperature in the tank is fine as it is, but I've put the radiator on which seems to have kept the overall temperature up that little bit more. The frogs tend to stick around the back during the day where the temperature is highest and then have a good mooch around the tank on the evenings so it seems they're doing okay. And they're eating like maniacs so I feel better now!

yh its good not to have the whole tank heated otherwise they cant decide where they want to go
