4 ft marine tank comes with lava rock,heater, filter external and internal,lights and stand etc,no skimmer though.

fish are a pr of clowns(just like nemo)and a damsel of some type orangey colour with a blue stripe

I thought you needed a Protein Skimmer for marine fish??

while there is only the 3 fish in there its ok when you stock your tank further then you will need one but some people dont use them at all.

The only time you really need a protein skimmer is if, as said above you have a large stock of fish.

I would say if you are going to keep inverts then yes i would use a skimmer.
