Yeh, I got that a couple of times. You need to agetate the surface of the water somehow. It does prevent proper oxygen transfer, yes.
The cause is usually over feeding (or, of course, under filatration), so I would look at the cause as well and see if you can get that sorted. Do something like add an air pump, or the powerhead pointing at the surface, or (way more expensively) add a surface skimmer.

are you using CO2? if you are you dont want to disturb the water surface as it will release the CO2 and also having an air pump running will be putting the oxygen in the water too. but you will need an air pump if you do haev CO2 as the fish will need it and will go to the top "gasping" for air.
