Peter, would it be possible for you to post the exact wording of the PostDanmark terms stating that it is the recipient who must make a claim? I tried looking at the PostDanmark website, and I can't see a Terms and Conditions page at all, let alone where it says that the recipient is responsible.
Also, in the EU, a seller has a responsibility to sell goods which are "fit for purpose" and "as described". A parcel which was described as containing 1000 roaches but, through no fault of the seller or the buyer, contains less than half of that, is not "as described". If it were us at the mail order company that I worked for, we would immediately send out the missing goods at our postage expense (this has happened when an order has been misread and someone orders multiple goods) because it is our responsibility to ensure the customer gets what they paid for even if it costs us more. I do agree that if the parcel was signed for without an "uninspected" statement, that DOES imply that you are accepting the condition of the parcel as well. However, the fact remains that your customer didn't get the goods they ordered.

As Ive clearly stated I didnt notice the hole until I bought the parcel in put it down and a dubia roach came running out.

a hole where 4cm roaches can get out should be noticed, a small hole wont make 750 dubia run out i dont believe that, dubias dont escape like that, and you have filed a dispute for paypal then your not allowed to speak of the case, that you have done also, you gotta start playing by the rules mate
