To do it in paint: right click the file, go to 'open with', the paint. In paint, click Ctrl+A, to highlight all. Go to 'Image', then Sketch/Skew, then change the percentages of the picture size, like 50 and 50, to make it 1/4 of the size. EDIT: then, make sure you change the dimensions of the white box, by going to the bottom right hand corner of the white pain screen, and move it to enclose the picture. Click save. Also, to make the file size even smaller (for easier opening), make sure you save it as a JPEG (ie go to Save As, then change the option to JPEG, and save it)
