To remove silicon - use a razor blade and such eg, stanley knife, paint remover knife.....anything with a uber sharp blade....just be careful....
You can get liquids/chemical solutions that do remove silicon - but would not advise using them for anything that would contain livestock.

I would use a stanley knife with a new blade in it to slice around it on both sides.Be careful not to cut the silicone that is sealing the actual tank as it could leak if you damage it.Next, I would use a window scraper, again with a new stanley blade in it.Lastly, use wire wool and scrub any remains off.

The sealant that you should use is a product suitable for aquariums. This is because they are proven to be 100% safe for use with animals as they are free from fungicides and solents. You should be able to find this product relatively easily, the garden centre near me sells in. If not, i know they sell it on ebay. Heres a link. Hope this helps.
