Lazy Beardies and Set Up queries

Can anyone help? I am quite new to thw whole vivarium set up but have gathered a fair amount of information before taking them on.

However, the three beardies i took on were adopted and were uncared for before so i am trying to bring them back to full health.

The main problem is there very lazy and do not seem to move around much. I have a 4ft tank by 1ft6 by 1ft9 which i was told would be adequte. I have a 100watt basking light, stone directly underneath, thermometer around three quarters to the cool side of the tank with a log and food/water bowls and a UVB/UVA light. However, the thermostat works but the overall temperature on the cool side never reaches it limit and the basking light never switches off. Is this ment to happen?

Also, i am guessing there lazy as i have the wrong set up or something is not right? I feed them fresh veg every day with mealworms as i am trying to fatten them up and they still have not eaten the first batch of crickets i have put in there a week ago.

What can i do? Please help
