Well I would say your female is big enough I have bred mine for the last 8 years she bred for the first time when she was about 3.5 ft long and 3 years old I don't know how heavy she was but she was about 1.5-2 inches in diameter.
What I do with mine is feed them as much as they want for about 4 weeks prior to starting the season then drop the night time temps over a period of 2 weeks to about 70-72°F they have been down to 65°F but not necessary to go that cold most people say not to offer food at this time I always do but small meals every 10 days or so, its personal choice. Put the male in with the female during this time if you only have one male you may find it useful to leave him in for 5 days and out for 3 this will keep him interested in the female keep this going for 8-10 weeks and then start to raise the night temps back to normal don't take the male away until June time I have found that leaving the male with the female beneficial I have never sprayed mine but there cage has a large water bowl and maintains above 70% humidity
Bit rough but hope it helps as I say it has worked for me for several years but you may find you may need to tweak it a bit for your animals if you want any more info pm me and I will send you my number and we can have a chat I'm always willing to chat about Hogg's
