Hi i must say that you do indeed need the cites papers for charlie whether or not when the lsc came upon the cites appendix list 1.it is illegal to offer for sale a bird without the papers however you can give the bird away with no oney changing hands

Best thing to do is contact defra explain that you bought him with no paper etc and they will ask for details of the people you bought him of and trace the bird back before then issuing you with the papers you need to enable the sale of charlie

Charlie is not a LSC, the pictures show this quite obviously. He is a MSC which does not require paperwork
