You need to be 18 first, and it will be best if you own your house, as opposed to renting one. The council might have guidelines for you to follow, also speak to a vet, a vet will visit your house to inspect it with a council member. I'm sure someone else will be along soon. You need the encloseure ready for the inspection. (I think)

go to your local council enviromenal health department and ask them for an aplication form for a dwa licence, this will cost you enything from a couple of hundred quid to thousands depending on your council some councils like birmingham wont issue any private dwal's.
usually you will have to have a double entry door room that must be escape proof this is what your enviroment officer will be looking for the vet will be either asked to visit by your council or, like me you will need to sort this out yourself this will cost you another 2/300 quid.
he will be looking that your enclosure is suitible for the animal you want to keep and he will need to see it up and running as if you had the animal in it. you will need signage on the door warning of what is inside and on the enclosure. also before you are issued with a licence you will have to have public liability insurence for usually £1mil which you can get from exotic direct mine cost's £250 but thats for upto 25 venomouse snakes may be cheaper for a caimen.
its been over 10 years since i kept caimen but i had to have the enclosure for a fully grown animal when i had my first inspection which was 15' x 10' x 5' but im sure someone on here will tell you more. your best bet would be to find someone in your area who keeps them and ask what the council/vet require.
hope this helps a bit

its actually illegal for any council to flat out refuse to issue a DWA, even harder for them to put people off when the new law goes through.

All councils seem to be pretty different, I have rang a few different councils recently as im wanting to move my animals to a different area, my current DWA cost £90 and its through the licensing department, they issue the licenses for all things from taxis to zoos, the lady that I speak to specifically deals with any animal licensing (obviously), but where im hoping to move to its through the public protection department, its a tad more expensive but still only £130.
