Is it okay to put a heat mat on chipboard?

Are you on about melamine faced contiboard, or straight onto chipboard?
Either way yes it should be fine, but I would control it with a stat.

yes..
your heat mat won't be getting very hot, it'll be warm to touch so there's no problem putting it on anything.
