All fish need cycled water, including goldfish. Cycling is an essential process that allows good bacteria to develop in the water and the filter which break down waste into harmless compounds - if the tank is not cycled first, adding any fish will result in them becoming very stressed and maybe even dying. So yes, bettas do need cycled water.

They also need a heater, and do best at temperatures around 27C. They can survive at lower temperatures on a temporary basis although they often become dull, lethargic and sick.

It sounds like your fish shop don't know what they're talking about! I would ignore what they say as it sounds like they're just trying to get their hands on your money as quickly as possible!

Have a look at Sweetcorns' website - they breed bettas and all the info you need in on there.

Here's the page that tells you all you need to know about cycling for a betta - Betta Information | Cycling Your Filter

And another that tells you about how to set up a tank - Betta Information | Housing a Betta
