Default Just a Quick Question Cichlid Tank

Hi, Just a quick question, i have 5x2x2 tank with cichlids and a fluval 405 filter,should the outlet be above or below the water level,it was below but i have raised it a little today to get the top of the water moving when i did a water change,but apart from being much noisier lol, the fish seem to be staying nearer the bottom,just want to check what you guys recommend.

The more ripples the better ,increases the surface area

I have a 600L tank with an FX5 in the outlet is submerged but I have 2 airpumps on the tank so keeps the water moving. Personal choice mines in the living room and is really quiet which is what I want so works for me but everyone is different
