Here is the process I went through
1. Get Application Form and speak to relevant person at council. Find dates for the next applications to be in (they are processed once a month at the first council agenda meeting so if you miss the meeting you will be waiting another month) 2. Fill in application form (very basic stuff for my council). Send off with cheque. 3. Visit from local Fire department. They advise on relevant fire exits, required equipment and where to buy it. In my case, 10 minute check over a £50 small fire extinguisher, and a £2 fire exit sticker above the 2 exits. Not hard stuff. 4. Visit from vet inspector. Goes through everything with you (including asking if you have spoken to the fire department which is why I put this first..). This initial visit took about 1-2 hours. If anything needs to be changed (we had only minor points) they give you a deadline (mine was 7 days) to fix problems (I had to stick a not for human consumption sign on the freezer and put up an emergency evacuation procedure so not exactly major stuff...) 5. Visit from council officer. This was not the vet. This person simply had a list of the required things to check from the vet that were not pertaining to animals but simply health/safety things. They tick off the list. 6. Receive license. Trade. Mine was relatively simple, no problems, friendly council officers and very friendly and helpful vet. They all made me feel as if they were on my side, they wanted to help me, they wanted to give me help and advice and I have had no problems with just phoning up for a quick check on anything I needed. Renewal of license was basically the same... send in renewal form with cheque, get vet visit, make improvements if needed then receive renewed license. You have to go through the same thing every year.

we were going to look into it but as the situation has changed where we live we're currently not going to pursue it until we move back to kent (probably in 2 years time).... it's worth just getting in contact with your council and take it from there as each one is slightly different with different criteria to meet. Your best bet is to contact the licensing officer and make a gerenal enquiry. our local one was pretty nice and helpful....
