i think dwa may be a bit extreme, but i do think you should be licensed and registered for all pets bar rodents and most fish.

i do agree that having a licence for any large animal is a good idea including cats as all these animals have wild killing instincts,
does anyone know the owner of the snake?

Dwa is about public protection and nothing else, that will not stop idiots letting there snake near a cat or prats picking up aggressive SMALL snakes and scaring people with them.
