I use dry sand for my tortoise eggs, I also bury them in the sand, I have yet to come across another tort keeper who does this?!...T.T.

Moss to lay in and vermiculite or a mix of vermiculite and pearlite to incubate with. ( Pearlite gives better drainage in the material )
