When do you have to get one of these? For example if I am breeding on a small scale, and the only people buying are pre-arranged, would I need one? If not at what stage do you need one?

You basically need one if you are running a business. If you are buying with the intent to sell on to make a profit, this is a business. If you are breeding in such large quantities that you become self employed, declare taxes, or make "profit" then you would want to get one also.

Most hobbyists do not turn profit because they use any sales money to justify heating, upgrading equipment, food costs, etc. You have to be making quite a lot from it to need to start declaring the income and paying taxes on it really.
