sealing fake rock platform

Hi there, i have just built a fake rock platform thing for my leo, i have given it 4 coats of grout, but how many layers or pva glue does it need to seal it? Do i put pva glue on then leave it to dry and do it again and add sand, or do i add sand after the first layer of pva glue also when ive put sand on it, do i just put one coat of pva on the top of the sand when its dry, or 2 layers? Thanks so much

I put a layer of pva on after the grout, sand straight on and then i did three coats of pva.
