it can be done, but its obviously much harder than with fish setups. turtles are pretty messy and there are plenty of people with turtle filtration systems running just fine.
you probably wont get away with just using an off-the-shelf canister filter without making regular water changes and lots of cleaning on a regular basis. have a search for posts ive made about filters, there have been a few good discussions about methods in a couple of threads ive made/been involved in.
