Question One Gallon Out

I have a 36x12x15inch tank measuring 28 gallons. Is this ok for a water dragon baby - The book I have been reading says 29 gallons is for one chinese water dragon up to the age of 18 months. It only needs another half an inch on the width to make it 29 gallons.

Will a gallon less make a difference?

Also roughly how big is a CWD at 18months?

It is also all glass - i'm worried about nose damage and was recommended against it in the pet shop - but other sources say the glass is fine and that it can happen in most tanks.
