what do you mean by that, do you mean that they look in pain? or the fact that they do it slowly and sometimes shakily? Mine always wave slowly and sometimes the waving arm is a little jerky but they don't seem in pain

They wave when they are in submissive state to let the other dragons know they don't want to fight it can also happen when dogs or other big animals are in sight and I also read it can be triggered by you wearing black clothes as they see black as being dominant. Giny

Like I said, they do it randomly as well as for a reason. More often then not with some it is just a random thing they do.
