The beardie needs to be near the heat and the uv. I have my UV tube across the back wall. It needs to be within 12 inches of the tube (18 i think if you have a reflector) and within 6inches of the heat. What substrate are you using? Also I consider using a household spot bulb as a heat source, i had a ceramic heater and mine would bask under the uv tube, im told they associate light with heat, yours looks like its doing what mine did at first.

get the sand out and get kitchenroll or newspaper in they can swallow large amounts of sand which causes blocked guts leading to death, sand shouldnt be introduced till about half grown/ sub adult

Is your heat source on the opposite end to your UV?

If so, you're forcing your beardie to choose between light and warmth!(Well actually, it will probably choose the warm and just miss out on the UV light)

Personally, I'd have the UV along the length of the viv so that it's getting UV light whereever it is.

But you definately want there to be UVb in the main basking spot (where the heat is) so that when your beardie basks it gets heat and UV.

Do you have a guard on your heat source? Don't want them to get burned.
