no it's not compulsery or the law. most hand reared birds will have a ring round the foot. this is a very good indicator that the bird isn't wild caught as the ring will only over the foot af a very very young bird. most breeders will provide you with a hatch certificate but in my experience that's just a peice of paper with the breeders details and the hatch date on it.
like has been said cites birds do need paperwork and it's illegal to sell them without this.
