Legally you have to be over 16 to purchase an animal from a store, and if you can buy an animal without parents present i presume that would make you the owner... but if you had to go to court to claim a dog was yours if you were living with your parents I think it would be pretty tough!
I've "owned" animals from 8, in the sense that my mother bought them, I paid for them and looked after them, from cats, to dogs, to reptiles.. but ultimately, legally, she was at the end of the day responsible for them, until the day I moved out and they came with me.
