Default is this a sign of obedience?

When ever i tell my dog to sit or lay in the same room as me while i'm busy, he'll stare at me for ages as if he's either awaiting more command... or cussing me in doggy language in his head lol

Stare back. If he gets "embarrassed" and looks away he may have been staring because he was trying to challenge your right to tell him what to do.

That's your jack russell trying to tell you he's the boss (the growling - "how dare you stare at me.") but if he's trying to lick your face and mouth afterward it's "well, maybe you are the boss after all..."

You wanna be careful doing that.

If the dog does want to challenge your position, it may well end up attacking you. Staring a dog out is challenging it and also a theory as to why more children are attacked by dogs than adults.....because the kids are at eye level with the dog.

I would of said its a sign of knowing your the boss, if it was being dominant or ''challenging'' you i would expect it to do something else and youd probably know straight away that it was exhibiting dominant behaviour.

I have a dog that is known for being a very dominant breed, we went through a small stage where he decided he wanted to move up the order and when he was told a command he would do things like raise his paws or bow his head, needless to say it was nipped in the bud immediately.

If you look at a dog in doggy language that means "i want something". If you stare it means "i wanna fight you"

DON'T ever stare at a dog espeically one that you don't know. Its not healthy and your sending the dog mixed signals. Who ever said their dog growls at them after a command THAT IS BAD!!!!! He'll end up taking your face off!!
