Would suggest that she contacts local vets to sk thir advice and also for any contact numbers for local dog trainers/groups. Also you coold try looking online for the Dogs Trust and see if they'd be able to offer any advice by email etc.,

Good Luck

some dogs just dont get along, she could try training but should consider the effect this could be having on the puppies, they could be aggressive adults going through this. may be better imo if she rehomes one or more of the dogs.

Sticking a dog in a crate for doing wrong isnt a great idea, your friend could just be making matters worse and building up more dislike between the dogs.

Never ever get two pups at the same time, especially sibblings.

I've seen huge problems occur between sibblings when rehomed together.

TBH she would be best rehoming one of them and putting all her attention into one of them.

We agree on something else then...

no responsible breeder in their right mind would agree to sell two litter siblings to the same home. Or, for that matter, a home with an existing 9 month old pup.

It is hard to give advice without seeing what is happening, to be honest. Could it just be over-zealous play? If so, I would simply ensure supervising an access the dog has to the younger pups initially and stopping him if he gets over-excited, but not putting him in a crate as punishment,as said above. If he doesn't like them, I would suggest attemtping to get him to like them more, supervised access only, rewarding him for goo dbehaviour around them. Telling him off is only going to make him dislike them even more.

I do agree rehoming one or both of the bitch puppies (will the breeder take them back? (I am doubting that...)) would be best. Why rehome a dog you already have because of problem with a new one?
