I think it's great you want to work on fixing his issues, but you're going to need professional behaviourist help, which your parents will be able to organise with a vet referral. Even with that intervention, you *have* to make it so he can't bite children - if you don't want to muzzle him, you will have to find somewhere to walk him where there aren't any. It's one or the other really, and even if you were able to find a safe place or time to walk him when there weren't any kids about, I would recommend muzzling him anyway in case of surprises or him running off.
