O have a tl lamp from zoomed for the uv-light and two spots for the heat. That works well. And for substrate i use simpel woodships, the small bits (about 2mm)
When eating they sometimes can get some woodships in there mouths but they crape that outr of there mouths with there paws. For baby's i wpould use newspaper.

Hi nicky, presuming its a young tort (under a year) try to mount the UV source as low as possible for max. benefit. As for substrate, I would be worried about woodchip, although torts are pretty clever, there is always a chance they could swallow a chunk!! Newspaper could be best (not pretty but affective)...T.T. PS...I have some Hermanns eggs due Sept. I just hope they hatch, last year 4 were still born.
