Default mating dance?

i have 2 wee turtles, which Ive had a year. they are about 6cm in shell length.
They are obviously too young to mate, however, one keeps frantically waving his front legs in the face of the other.
It seems like its a mating dance or something territorial....unless its a kind of morse code im not aware of!!

Anyone have any knowledge of this, particularly at such a young age.

It's called fanning, in adults it's a prelude to mating, in juveniles it can be that they're just practicing, or they sometimes use it as a display of dominance to establish a pecking order, if neither turt backs down it can ocassionally lead to actual aggression.
