Exclamation Worried about my tort!

Hi my male tor seem to have lost a smal patch of scales around his arms, theres just like white skin, it was worse but it is starting to brown up now and look a bit more normal. He was without uv light for a couple of weeks as the last one broke and i had to get a new bulb and lamp, could lack of uv cause this or could i be something else??

Is it with another tortoise? Is it behaving and eating normally?

This doesn't sound like natural shedding to me.

Not rely flakey, he is with two other tortoises and they are eating and acting fine, it looks although it is where his shell might rub, but it hasn't happened with any of the others. Other than the skin he is a perfectly healthy tortoise from all i can see.

I'm thinking one of the other tortoises is attacking the one.
