male torts will flash from a very young age and will "practise" on each other, rocks etc but can't reproduce untill at least 5-6 or older depending on how fast they've grown and their breed.

Very tiny tortoises can practise sexual activity at a very early age. Usually it is simply dominant behaviour in both sexes. They are mature when the female produces fertile eggs Hope this helps |
