Yes you can keep the humdity up by spraying. In a tort table you might have to do it more regularly than if they are in a viv. Or cover over part of the table and concentrate on making that area humid. How old/what size are the torts?

For my red foot babies i use a good leyer of top soil then repti bark on top.
Temps: 27c cool and 32c warm No UVB for the first year after that i would go for 5.0 strip - it can damage their eyes I spray them every day and water the substrate. However due to the high temps the top layer (repti bark) drys out keeping the soil underneath damp creating the humidity. This way your tortoises are not sitting on damp substrate causing shell rot. Opinions vary as to whether Reds should have UV lights at all.. Personally i use a Megaray Light for them, and they do bask, This is just my personal choice, My smallest red is 12cm SCL i dont know how old they are.. I have read differing reports on whether they should have UV for the first year, Most Like Sarah say No.. But as mine are obviously a lot older than that, i dont really have to worry!

Kelly is correct some people provide UVB for a few hours some dont
When i used UVB some of my babies started to eat the air as if their eyes were damaged. If you think about it in the wild they would hide alot away from preditors. Plus living in forests they would only come accross pockets of sun light. My red foots are growing really well, very smooth without UVB. However they do get suppliments in the form of limestone flour and nutrobal.
