From hatching, provided there is no danger of frost and so long as they have a heated hide area in order to choose their temps. My summer hatchlings go out immediately and are only brought indoors in periods of prolonged bad weather. Hope this helps |

Any sunny day will be fine despite the temps, they soon warm up with the suns rays, unlike us useless humans.

It likely means he needs time to explore and decide what's what. Once an outdoor setup is established then soon make the best of it and use it correctly. Constant bringing in and out confuses them and causes this burrowing down. If he is outside all day and taken in to a possibly warmer ambient temp at night it just causes problems in my experience. Tortoises can go out straight from hatchlings to adults. as long as they are in a secure pen, with a meshed lid allowing sunlight to get in and keeping predators OUT.
Theres no specific temp, in the winter on sunnie days i have had daisy and looi out for 2 or 3 hours. The sun hits their shells, and it holds the heat very well. As long as you heat them before putting them outside they should be fine.
