Heating outdoor enclosures

Hi all, i`m planning an outdoor enclosure for my 2 new adult Hermans who were given to me as "unwanted pets" earlier this week, so bit of a surprise hence not being organised!
They are currently on a 4 foot table..totally unsuitable i know, it`s what they came with and it`s emergency housing at the moment, although they`ve spent the daytimes in the garden..

Anyway, lets face it we`ve had a rubbish summer this year, how do you provide heat outside for your torts please without wasting too much heat (credit crunch and all that.) Do you need to provide UV outdoors for cloudy/rainy days? Sorry if the questions have obvious answers.

the simplest way is to have a wooden insulated house ie a kennel which is tall/big enough to take a heat bulb, providing the tort can come outside a uv source isn't essential, but you can always use a combined bulb. If you have a bit more space etc then a shed or part of a shed with again a heat bulb. The better insulated the less heat you'll loose and the longer the house will stay warm when the heats not on.
