No!
When I check mine, I sometimes have to poke them to make sure the move  as sometimes its scary when you cant see any movement. They should be asleep, not eyes open. This is after the first week, as sometimes it takes a while for them to really settle.I have never heard of this in all my 30+ of hibernating tortoises. I would suggest you find somewhere else to find information, than wherever you heard that.
