140 litres is a very modest sized tank in turt terms, it's a good size starter tank, or possibly a home for something like a single adult Musk, but no more than that.

So a tank 4ft by 1ft by 22inch( full to 13inch with water ) is not big enough
for two Razorbacks,who'll grow not much more than half a foot long?

You have to realise that turtles are solitary creatures... it is not natural for them to live in such close proximity to each other. Musks can be pugnacious and territorial... if you have two females you may get away with it, two males or a male and a female and you will run into problems. The more space you provide each individual the better.

The tank is certainly not big enough for more than two.

I'll dig out a photo of my adult male so you can see how big they actually get.

No it's not, that's really not a very big tank at all as it's effectively only 4 x 1 x 1, which is only 108 litres.

Of course even with two females, who may or may not get on together in such close quarters, you'll still almost certainly run into the problem of water quality which is harder to maintain the smaller the volume.
