Get your tortoise to a tortoise vet as soon as you can. This does not sound right, and needs attention.
What speices is this tortoise please?

bubbles indicate RNS i'd get that tortie to a vet for antibiotics plus the vet should be able to give your tortie abit of nourishment, even if its not rns its better to be safe!

It does sound like rns which if not treated can turn to pnenmonia (sp) which is a lot harder to get rid of. Hence me saying a vet visit is very important, and a tortoise vet, not the ordinary vets.
When bubbles come from the nose or mouth, your tortoise certainly should not be hibernated. That would be asking for trouble.
It sounds like the previous keeper had had the same problems.
Sometimes when you get just a dribbly clear liquid coming from the nose, upping the temps will stop it. But bubbles from the mouth no. Your tortoise needs a vet.

i sooo hope your tortoise is ok xxxx

i know how anxious you can get with a new pet, i got mine yesterday and still a little worried about her, she comes out of her hide maybe twice a day to plod around then she is digging a deep hole again, she has only had a couple of bites of food since i bought her home yesterday lunch time. she wakes up if she has a bath but once back in her home wants to go back to sleep lol

no discharge from eyes nose or mouth she is not keen on the new type of substrate she was in bark in the store but i have the 70/30 mix sand top soil but he keeps rubbing her eyes when she first wakes up suppose just like we do
