Please don't worry too much. Ragwort does contain toxin which affects liver,but it is a cumulative poison and I doubt your tortoise would have eaten much of it - it is meant to have really horrible taste and most animals avoid it.
It is recommended you should wear gloves when pulling the plant, saying that, I have been pulling ragwort in my field for over 12 years ( mostly without wearing any gloves, it's an ongoing battle, I pull it as I see it and always forget the gloves ) without any effect on myself.
Pulling just one plant is very unlikely to harm you, but wearing gloves just to be on a safe side is even better. ( unlike me ).
