I'd certainly try putting it on top since thats where you require the correct temps.
Since lino is a very good insulator it may prove hard to get the temp high enough on the top side to reach the desired setting. I wouldn't worry about your snake crapping on the terminal either. More your snake burning itself on the mat if not controlled properly.
