To sell on a CITES 1 animal legally, it must have an article 10 cert accompanying it. All animals should have at least a cert with them, otherwise its not strictly legal to sell them. Some older animals will not be chipped (back to 00,01 maybe) as it wasn't the done thing. Now the chip just provides unquestionable clarity as to the animals identity. My advice would be that if you're buying one, save yourself the hassle and buy one that has been chipped and has its cert from DEFRA, as you say, about half advertised for sale have these so they're not in short supply.
