Why would you want to stunt your boas growth? If you don't want a snake that reaches the natural size a boa would, then don't get it - don't try to play god and damage a creature for your convenience.
Stunting an animal deliberately is immoral, unethical, and serves no purpose - it's not genetic, you can't create yourself a more valuable "dwarf" boa to breed from, all you can do is damage and hurt an animal so it's a more convenient/attractive size for you. Furthermore, the very process of deliberately stunting their growth by feeding less, will mean that the snake has less vitamins and protein, not only will it not grow, it will not be as strong, as healthy, it will feel like you did if someone starved you and gave you the minimum you needed to survive, but not enough to grow properly - you'd feel pretty awful, with no energy, and after a while, fairly lifeless. In short, if you want a snake that doesn't grow big, don't pick one that grows big.
