Best way to heat rack system

I need advice on heating a rack system for hatchling corns.

I've got the rack and rubs in mind but i cant think of how to heat them all. Is a fair sized heat mat for two rubs suitable or is there a better way to heat the rack rather then buy a heat mat for 2 rubs?

looking at a rack, 2 rubs on each shelf and about 4-5 shelfs (expanded if the eggs are greater in number)

keep room temp at 78-80 degs and then have heating cable run down the back end of the rubs - have a thermostat on the cable so as to dont cook the corns - there should be enough of a gradient to support them. This is theory only I have not done myself though, just seen working recently somewhere
Keep the room at a constant temp with an thermostatically controlled oil filled heater.
