RIs are not always simple and often a secondary symtom of something more serious. Sometimes the vet needs to lok at WHY its happening and not WHAT is happening.
My reptile vet explained that unless you find the CAUSE of the recurring RI not to assume its a simple sniffle or cold like problem. Amakin and Baytril usually do the job however if the symtoms are being caused by something that is not sensitive to these or a non-bacterial issue which cant be treated with anti-biotics.. virus etc then the meds just wont work effectively. There could be something underlying that is being displayed as RI symtoms. Usually these underlying problems are more difficult to uncover... so it may be worth thinking about doing more indepth testing. Good Luck xxx

As other people have suggested, perhaps it would be a good idea to have a chat to your vet about an underlying cause, or to get some more tests done.
To address your original question, they are adpating; that is without question. Anything we "treat" with antibiotics will adapt to it over time. It won't be as fast as something like MRSA appeared in humans, but antibiotic-resistant strains of the bacteria that commonly cause RIs will be developing and will start popping up more and more. Using a single type of antibiotics at once only makes this worse - whenever antibiotics are used, it's mainly the ones with resistance that survive. They breed, so second time round the first antibiotics will be much less effective as a large proportion of the local bacterial population now has resistance to the antibiotic used.

let us know how you get on especially if a different treatment works or you do go for further testing its always interesting to see whats happening in situations like this.
the only problem with a lung wash after antibiotics is much like what happened with me.. My snake had an RI and was given a lung wash after initial antibiotic treatment and they found nothing.. yet he definately had symtoms.. it was only when he was given various anti biotics that it finally cleared up so i would agree that RIs are becoming harder to treat for sure.
