Anyone can order you off private or council owned land, ie. parks which are council owned, but there is no general law about removing them from your house as long as you are not on someone elses property against their wishes. It's generally not wise to do it for too long - especially with the temperatures in winter time, the animals will cool down pretty quickly.

If you took a snake out or an animal that could bite someone you could also potentially get sued as a public liability.

I believe it changes from council to council. Some councils actually get the police involved if you have one out on public grass. Places like Barry it doesn't matter as watching a man with a albino burm in the street is not uncommon. It really does depend on the individual council.
