second post arrives at the same time of day as first class post ~ there's only one post delivery a day now (which with mine can be anytime between 10am and 4pm
 )

If it has been sent by standard RMSD then it guarantees delivery to 99% of the Un-UK by 1300 hrs. You can have delivery before 0900 but that is considerably more expensive. The package HAS to be signed for. If you didn't have to sign for it then you may have been stitched up on the postage charges.
