it doesn't have to be toughened. All depends on what reptile you keep really. Say if you got a tortoise whos shell which hits against the glass all the time then you need it. But if you got something like a leoparde gecko or a beardy then i would say 4 or 6mm glass.
Toughened glass is good because if you knock it or drop it it shouldn't break or shatter.
Look for any local glazier shops near you

I would say that it does have to be toughened. as standard will splinter like a pint glass on impact as toughened will only crack on major impact and tends to stay in larger pieces. its your animal but I know what id put in.

to be honest i've used clear perspex on all my home made vivs. it doesn't look as good as glass but its still clear, retains the enclosures heat, doesn't break or shatter, is cheaper than going to get glass cut and as you can cut it yourself at home the chances of a mathamatical mix up is alot slimmer.

good luck with the build.

i would always go for laminated glass any glazier will supply and cut it to your spec.toughened is only ever used with really large reptiles or venomous.
laminated is half the price of toughened.as someone said before depends on what your planning on housing.

Actually when I got my quote, toughened glass was only like £1 more than normal glass. Didn't go for it cause they had to send it away for 5days to get done and I was in a hurry
