problem solved with the heat

i went out and bought a digital indoor/outdoor thermometer and it had a probe on it so i put the probe on the basking site

it turns out the basking site is sitting at 130 -137 F and its the air airtemp at the hot end that is is sitting at 96F so the actual light is radiating heat on the basking site giving it the correct basking heat

Thanks for the help though :P

Craig

P.S. Got any pics of your collards dean?
