I believe CITES papers are only needed if you are importing. If the animal was bred in this country and is staying in this country, and you aren't planning on exporting it, CITES paperwork isn't necessary - the point of CITES is to control International trade

It is all a bit confusing really...
As far as I can understand, it's dependent on the EU classification - as the EU lists species as Annexe A, B, C whereas the general International CITES has Annexes I,II,III. I think the tortoise paperwork you are thinking of is the Article 10, which is needed if a species is EU Annexe A. For example, Hermanns torts are Annexe A, so need Article 10's, whereas the Horsfield's are Annexe B and don't need paperwork (I think!). Don't forget, species like the Green Iguana are also CITES annexe II, but i've not seen many people selling with paperwork! So the key issue really is it's EU classification, plus whether it is a UKCB specimen. If it is Annexe B, in addition to CITES II, and bred in the UK, then no paperwork is needed as far as I can understand! But if it is Annexe A, then paperwork will be required for the specimen. That's all I can make of it anyway! (P.S... it would probably be best contact DEFRA, just to be 100% sure! Have had a look at the online database, seems that the Toco and Keel Billed are both EU Annexe B)
