When you say cage, do you mean they are indoors? If so then yes they can breed all year round.

I have also know the odd pair to breed in Winter months = this is not advised though if in an outside aviary as its too cold for chicks to survive. Most teil breeders remove their boxes as Autumn approaches & then put them back up in early Spring.

Yes if the cage is in a lit room. Best way to kill a female cockatiel is to get her to use up all the calcium in her bones and make her lay eggs all year around.

What I don't understand is why when someone asks a question you have to retaliate with some bitter nasty comment i'm sure a simple yes or no or it is not good for the bird would have sufficed

It was not bitter. What have I to be bitter about? It was not nasty, nice, or anything else, it was simply a reply. That's how I talk too, straight to the point.
It was not retaliation since the OP had not attacked me in any way.I had no reason to retaliate.

A simple "yes, it isn't good for the bird", would, for my part, have been a flipping rude and irresponsible way to reply as it would not have given any proper info' as to why it was bad, and would have indicated that I couldn't even be bothered to give a proper reason for it being a bad idea.
You have your way of speaking, I have my way of speaking. You take offence easily and see insult where none is. What can I say? We are all different. Try not to be so sensitive, especially when I wasn't even replying to you.
