I'll answer properly now.. *bad Hannah*
Skunks are not rabies "carriers" per se, they do not have a carrier state, only an incubation period. They cannot incubate (ie harbour) the disease for any great length of time before showing symptoms. All legitimate animals in the UK have been quarantined for 6 months as per the rabies control of this island, and therefore are not a rabies risk. This site has lots of helpful facts regarding rabies and skunks: Myths

skunks and raccoons get in your garbage cans and scatter trash all over the yard. they are way over populated in urban areas where the pickings are good. then a dog finds one and the skunk sprays them....very nice having your house smell that way for a couple of days. opossums aren't so bad.... but raccoons go and steal stuff too. anything shiney or smooth, they like to carry away. careful what you leave on your deck outside after a barbeque...they'll steal all of your silverware!

Having said that I didn't actually answer you based on the website, I answered it based on my own knowledge of rabies (I work in vaccine development; specifically zoonotic disease control. Rabies is probably the No.1 priority zoonotic disease in the world in domesticated species). Typical symptoms in skunks (and most other carnivores) are neurological in nature and may include nervousness, fitting and lack of co-ordination. Similar symptoms are seen in all affected animals from racoons to pet dogs, which is lucky, because if theres one disease you need to spot at 20 paces its rabies!
